Both applicants must be 18 or older. Proof of residency, proof of divorce, witnesses and blood tests are not required. Fill in the online application, one per couple, then book either an In-Office Appointment or a Virtual Appearance Appointment; the virtual option is only open if at least one applicant is a Loudoun County resident or the ceremony will take place in Loudoun County, otherwise both of you must come in person. Office hours are Monday to Friday, 8 a.m. to 4 p.m. Licenses cannot be issued retroactively. Certified copies are $2.50 each and are not mailed automatically; exemplified triple seal copies are $5.00. Your officiant, not you, must return both copies of the license to the clerk within 5 days after the ceremony.
