All applications must go through the online system; couples who arrive without one are put on a public computer in the office. Licenses are first come first served with no appointments, and none are issued after 4:30 p.m. Completing the process fully online, including having the license mailed, requires at least one applicant to be a St. Charles County resident, and mail delivery only goes to a St. Charles County address. The county warns that St. Louis County and City of St. Louis courts will not use a St. Charles County marriage license. There are no refunds on issued licenses. The ceremony must happen in Missouri within 30 days of issuance and the license must be signed by an officiant and two witnesses on the day of the ceremony.
