Proxy application by an adult with a notarized Affidavit of Absent Applicant is allowed, but since 9-1-2013 a license cannot be issued if a party cannot attend the ceremony unless that party is a member of the Armed Forces. First cousins, and a current or former stepchild and stepparent, cannot be issued a license in Texas.
