If you are marrying anywhere in Montgomery County you must get the license here, whatever your own address is, and this license cannot be used in another Maryland county or in DC or Virginia. Only one person has to appear to apply, but they must show a valid ID for the partner who is not there. The application takes about 15 minutes and the license is issued that day, though it does not take effect until 6:00 a.m. on the second calendar day after issuance. The License Department is open Monday to Friday 8:30am to 4:30pm; marriage license applications are taken 8:30am to 3:45pm and the last appointment for marriage licenses is 3:15pm. Couples who live outside Montgomery County and cannot come in may use the Non-Resident Marriage License Application, sworn before a clerk or comparable official where they live and mailed in with a $55 money order. A certified copy of the license costs $5.50 and can be bought when you pay for a courthouse ceremony.
