Both parties must be able to read, speak and understand English or Spanish or bring a translator. No waiting period: the county states there has been none since January 1, 1995, when California stopped requiring blood tests, and the ceremony can be performed at the time the license is issued. The ceremony must happen within 90 calendar days of buying the license. Licenses are also issued at the High Desert Government Center in Hesperia.
