The online marriage application must be completed before the couple comes to the office. Marriage licenses are issued Monday to Friday 8:00 a.m. to 4:00 p.m. only, and no appointment is necessary. Licenses become effective the day after they are issued and the Clerk states plainly that it cannot waive the one day waiting period.
